In fact, I've never had that work. Just unlucky I suppose. What you need to do is remember what mods you've downloaded and subsequently deleted, then re-download them, disable them and delete them again.
If the mod you deleted has since been removed, you're basically screwed. If you're loading up on mods for a fresh save game, just nuke everything and start again. Although this option doesn't work for me for some reason, I still have a beard mod installed despite it not showing up in my load order and having nuked my entire mod-space and reinstalled the game three times.

It's happened with both small and large files, and I have plenty of free space. Has anyone else come across this issue? This makes you have less space than you think you have. If hard resetting doesn't work, then the only other recourse may be to delete the 5gb reserve space and redownload your mods. However, this is a horrible option if you have mods that are no longer on Bethesda.
