Since you did not mention much in your description, i'm going to ask a few questions. As soon as you respond to this, I or another steam user will assist you :. No prob. So I don't have GTA installed now, but when I use open IV to install something, it will ask me to install the ASI manager, which just allows the mods to be used in game the mods will not work without this Mods are fairly easy to install and don't take much time at all, that is when you have helpful instructions, There are 2 different types of Mods; Add-ons and replacement, which are pretty self explanatory, I don't use Add-ons so I don't know how to install them, however there are many tutorials out there.
To install a replacement mod, simply navigate to the folder where the vehicle is located, activate edit mode and drag and drop the files the locations will usually be in the readme so you won't have to guess. Many mods have the ability to be switched off built-in, but not all of them. Most of the current mods are scripts, and to get them working you'll need the latest version of Script Hook, created by Alexander Blade. Here is the link Blade provides to download ScriptHook.
Just be sure to use the download link inside the table on the bottom-right: there are advertisements on that page that also say they are downloads. Take dinput8. That's pretty much it! Then I'll run my other batch file, which will change the symbolic link back to my modded Story Mode GTA folder, and then I can just start it up and it will work.
Even offline. I also keep a backup copy of my modded GTA V on another hard drive, for just in case I accidentally somehow allow Steam to mess it up. Unfortunately this is not a solution for people who don't have internet for long periods of time, or who have download caps and would rather not update the game at all. For that, you'll probably have to get an 'unofficial' version of the game on a torrent or something.
